Prime Minister Mark Carney and Alberta Premier Danielle Smith signed a memorandum of understanding on Thursday that is aimed at "establishing Canada as a global energy superpower" and paving the way for a new oil pipeline. The pact will suspend clean electricity regulations in Alberta in exchange for an extension of Alberta's industrial carbon pricing program.
