Congress advances housing bill without Trump’s proposal to ban investors from buying up single-family homes

President Donald Trump’s bid to block large institutional investors from buying single-family homes was left out of a sweeping bipartisan housing package.

Congress overwhelmingly passed the Housing for the 21st Century Act in a 390–9 vote, advancing a bipartisan housing package without including President Trump’s proposed ban on large institutional investors purchasing single-family homes.

Key Republicans, like Rep. French Hill (pictured) resisted adding the amendment, arguing it could jeopardize months of bipartisan work aimed at boosting housing supply.

While the White House said the bill “still lacks other presidential priorities, particularly a ban on the purchase of single-family homes by large institutional investors,” House leaders signaled the omission was procedural, noting no formal proposal text had been submitted and that the measure moved under suspension, which typically bars amendments.

While the investor ban polls well among younger voters frustrated by soaring home prices, many GOP lawmakers view it as a departure from free-market principles.

Rep. Marlin Stutzman said leaving the provision out was “nothing intentional towards the white House” and is drafting separate legislation that would give American families priority — including a proposed 100-day waiting period before institutional buyers could bid — rather than imposing an outright ban.

. Institutional landlords such as Blackstone, which says its single-family holdings represent a small fraction of its overall assets and that it has been a net seller over the past decade, have defended their role in the market as the broader debate over housing affordability continues.
